It's marked as "unavailable" and appears only in the control panel, not to the students in the course. If you're not familiar with blackboard at UO, click the folder's title and take a moment to review its contents. Once you've reviewed the contents, remove it to avoid copying to a future version of the course -- make sure you have Edit Mode:ON, click the chevron next to the title of this item, and choose "Delete" from the menu.
Your whole coursesite also starts out marked as "unavailable" and hence hidden from your students. When you are ready to let your students use blackboard in this course, click on "Customization" in the control panel menu and then "Properties" and make the site available.
